Question about dual citizenship

Good evening! Tier 3 in VA, off paper, have the identifier!

ok so here goes the question, assuming I relocate to say Albania or Portugal and get dual citizenship, can I use the non USA passport to travel to countries that I currently cannot go on my USA passport?

any real life experience concerning this would be greatly appreciated!
