Virginia Tier I & II with ONE act, but 2+ charges

Hey,   I am working on the glitch in the law.  Virtually no lawyer sees it.   I do have lawmakers that see the issue.   There are about 5,000 on the Virginia Sex offender registry with this issue.

See GA2020,  SB492.     This bill would have fixed it.   Made it through the Senate but a  ______  Delegate in the House was confused and substituted out the needed part.
